In order to coordinate the prevention and control of the epidemic situation and the economic and social development, and further increase the relief and assistance to the relevant market entities and the masses in the city, the following policies and measures are formulated.

First, increase social security support. If the employing units in the medium and high-risk areas and the enclosed areas fail to handle the insurance payment business of endowment insurance, unemployment insurance, industrial injury insurance and medical insurance (including maternity insurance) on time, after application, they can postpone the payment within 3 months from the next month after the adjustment to non medium and high-risk areas or the closure management is removed, and the overdue fine will not be charged, and the personal social security rights and interests will not be affected. During the period of medium and high-risk or closed control, medical security benefits are postponed. For those who fail to handle social medical insurance and maternity insurance benefits verification and payment on time, they can be made up after adjusting to non medium and high-risk areas or removing the closed seal control management, without affecting personal rights and interests; The medical expenses for pre production inspection, outpatient specific diseases and general outpatient service of the insured in the city are not limited by the original fixed-point regulations, and can enjoy relevant treatment according to the regulations, and the general outpatient department can enjoy the referral treatment. Second, strengthen financial support. Financial institutions are encouraged to open green channels for financing enterprises affected by the epidemic situation, so as to ensure that the credit supply in the districts (parks) affected by the epidemic situation (i.e. "there are towns and streets (parks) designated as medium and high-risk areas and closed and sealed management areas)". We should make good use of the loan risk compensation funds of small and medium-sized enterprises, and give risk compensation to the qualified industrial enterprises above the designated size within the jurisdiction area of towns, streets and parks affected by the epidemic situation according to the standard of doubling enterprises. We will increase the efforts of interest discount and risk compensation for the "three integration" loans of science and technology and financial industry. For the new bank loans obtained by qualified technology enterprises within the jurisdiction areas of towns, streets and parks affected by the epidemic, we will give 50% discount support according to the actual interest paid, and the maximum subsidy will be 1 million yuan. We should encourage financing guarantee institutions to maintain a low guarantee rate for small and medium-sized enterprises affected by the epidemic, and promote government financing guarantee institutions to carry out mass financing guarantee business, and the corresponding financing guarantee rate should not be higher than 1%. We will increase support for export credit insurance, strengthen claims recovery services, and give priority to the payment of compensation. Enterprises and individual industrial and commercial households renting properties of municipal administrative institutions and municipal state-owned enterprises within the jurisdiction of the epidemic Town Street (Park) shall be exempted from rent, and the rent paid may be postponed; It is advocated to mobilize Village (community) collective property owners and other leasehold owners to appropriately reduce or reduce the rent of the leased enterprises and individual industrial and commercial households, or allow them to make up the payment and exempt the overdue fine within three months after the epidemic prevention and control is lifted. If the taxpayers reduce or remit the house rent for the tenants, the house property tax and urban land use tax shall be approved and reduced according to the number of rent free months. The water price of industrial and commercial enterprises and individual industrial and commercial households within the jurisdiction of towns, streets (parks) with epidemic situation will be reduced by 30%, and the garbage treatment fee will be reduced by half for accommodation and catering units; For the relevant industrial and commercial enterprises, individual businesses engaged in business activities, as well as residents' daily needs of electricity, gas, water and communication network, the arrears are not stopped. The industrial and commercial enterprises and individual businesses that have difficulties in paying the fees for electricity, water and gas generated during the period can apply to the relevant units to allow them to make up the payment within three months after the epidemic prevention and control is lifted, and the overdue fine shall be exempted. 6. Special subsidies will be given to key towns and streets for epidemic prevention. The special subsidy from the municipal finance to Dalang town is implemented in accordance with the notice of Dongguan Municipal People's Government Office on supporting Dalang town in epidemic prevention and control and residents' living security (DFB [2022] No. 14); In order to support key towns, streets (parks) and villages (communities) to carry out epidemic prevention and control, people's livelihood security and market entity relief, the municipal government has given subsidies of 10 million yuan to towns, streets (parks) with epidemic situation.
