Japanese Version Of REACH Hits Export Products To Test Again

When the company focuses on EU REACH and is busy dealing with it, Japan's new version of REACH will attack again.

Since 2010, the Japanese government will strictly manage chemicals that may cause environmental and health hazards and report obligations to more than twenty thousand chemicals.

This system is known as the "Japanese version of REACH".

A few days ago, Japan's Ministry of economy, industry and environment, and the Ministry of health and labour have drafted relevant plans and will be submitted to Congress for consideration in the coming year.

The government can grasp the total amount of chemical substances through the aggregate analysis of enterprise reporting data, and supervise that it will not cause damage to the environment and national health.

At the same time, the government will also publish a high risk "priority assessment substance" and increase the number of hazardous chemicals from 354 to 462.

After the implementation of the Japanese version of REACH, all kinds of enterprises engaged in chemical business will face two barriers: first, report to the government once a year on the basis of chemical output, import volume and usage; two, the whole process management of hazardous chemicals from suppliers to producers.

EU REACH implemented the soft spot of hitting the European products. In contrast, it is expected that the Japanese version of REACH will be very destructive to export products. Not only will chemical products, automobiles, electrical appliances, textiles, toys and so on be blocked, but the cost of exporting products will be improved.

The inspection and quarantine departments found that when the export enterprises inspected the commodities, the enterprises had already entered the stage of concern for EU REACH, and consulted REACH related pre registration through various channels. However, they still had little awareness of the Japanese version of REACH.

In the long run, the establishment of a registration system for dangerous chemicals is a general trend. In addition to the Japanese version of REACH, the United States will also start revising the chemicals management system of toxic substances from next year. Therefore, in addition to enterprises should be alert to the escalation of chemical barriers in various countries and the radiation effects of REACH versions of various countries, the relevant competent authorities of our government should also join them as soon as possible and put the management system of chemicals registration report on the agenda.

In order to prevent the irrational decline of Japanese products, the inspection and Quarantine Department reminded enterprises to engage in the war against the European Union REACH, and the implementation of the Japanese version of REACH should not be pros and cons. It should be dealt with in the following two aspects.

First, in the process of coping, we should not blindly follow, understand and solve the similarities and differences between the two laws and regulations, follow the comparison and draw inferences from each other, find out the differences in order to raise the awareness of laws and regulations, and quickly establish the risk prevention system and contingency plan for information and assessment of chemicals, such as the beginning of the collection of handcraft information, data collation and reserve work.

Two, the downstream industry should grasp the overall improvement of all links in product R & D, production, sale, use and waste disposal, and seek extensive cooperation between upstream and downstream enterprises in the industrial chain and industry, improve the management mechanism of toxic and harmful chemicals, reduce the impact of laws and regulations on export products, and minimize the export competitiveness of them.
