According to this bulletin, Sinopec Beijing mining field real estate development company ranked among them, the company in Changping, Beijing, three plots of land become idle land, the commencement time is 2004 and 2005, land use purposes are all residential land.

Yang Yong, assistant general manager of Sinopec mine field company, said the three plots have been approved by the Beijing Municipal Planning Commission, from residential land to scientific research education and residential land for workers, and will be used to build Sinopec science and technology research center and scientific and technological talent base.
According to the current law, the land use change should be applied to the competent authorities. After the application is approved, the land leasing contract should be re signed, the pfer fee should be adjusted and the registration procedures should be carried out.
Yang Yong said that in September 2006, the Beijing Municipal Planning Commission approved Sinopec's application for adjustment of scientific research and education land ([2006]1136), adjusting the land use of Hararai Da company to scientific research education and residential land for workers and staff members in Changping.
Yang Yong said, "for various reasons, we did not change land use in time, resulting in misunderstanding."
According to its introduction, at present, the company has completed the adjustment and revision of the specific planning conditions such as floor area ratio according to the planning requirements of the construction of Changping District Shahe town in Beijing as the Beijing research base, and has completed the adjustment of the design plan according to the specific requirements of the Beijing Planning Commission.
In November 2010, the Beijing Municipal Planning Commission publicized the land use planning of the Sinopec science and technology research center on the Internet.
Yang Yong said that the project will be started immediately after the plan is passed.
